If you cannot move the items yourself: The council's assisted collection scheme helps residents with a disability or mobility problem put their bins out, but it does not specifically cover bulky waste, which is booked and paid for separately.
Kerbside-only rules are the norm across the UK; crews are not insured to enter your home. If nobody can get your items outside, see your options when you can't lift it.
